A steamship company drew this city on paper in 1963

Almost nothing here is accidental. In 1963 Daniel K. Ludwig's American-Hawaiian Steamship Company bought the 12,000 acre ranch for 32 million dollars, partnered with Prudential, and had A.C. Martin and Associates draw a master plan for a city in the country: commercial districts, residential neighborhoods, green space and a lake at the center. The lake was built. The city followed much later, incorporating on 11 December 1981 as the eighty second municipality in Los Angeles County.

Studio 47 works out of this city, so the geography is not abstract to us. It covers 5.19 square miles of land at 879 feet, nine miles inland from the Pacific, inside the Conejo Valley and partly inside the Santa Monica Mountains National Recreation Area. The county line runs through the lake itself, which is the single most useful fact on this page for anyone planning a shoot.

The screen history predates the master plan. Russell Ranch, on land that became this community, carried Robin Hood in 1922, Buck Rogers in 1939, King Rat in 1965 and television westerns including Gunsmoke and Bonanza. Later work came to the built city instead: The Karate Kid in 1984, Demolition Man in 1993, American Pie in 1999 and Bridesmaids in 2011. What that means in practice is a location inventory of planned landscape, corporate campus and open water rather than street grid, which suits corporate video, testimonial work and brand films more than it suits urban exteriors. The Woolsey Fire came through in 2018 and remains the reason fire conditions sit on every local call sheet.

The city sits entirely in Los Angeles County

Westlake Village is a city in Los Angeles County, all of it. It incorporated in 1981 as the 82nd municipality in Los Angeles County and occupies 3,456 acres on the Los Angeles County side of the original master-planned community. California law does not allow a city to sit in two counties, and this one does not straddle anything.

The confusion has a documented cause. Development began in 1963, when the American-Hawaiian Steamship Company and Prudential Insurance Company commissioned a master plan for a City in the country across 12,000 acres of the former Russell ranch. The county line ran through the middle of it. The remaining 8,544 acres on the Ventura County side were annexed into the City of Thousand Oaks in two portions, in 1968 and 1972. The community got split. The city is one half of that split, and the City publishes the whole account itself.

Population is 8,378 across 5.4 square miles. The City places itself in the northwestern part of Los Angeles County, thirty-eight miles northwest of downtown Los Angeles, bounded by Agoura Hills on the east, Ventura County and the City of Thousand Oaks on the north and west, and unincorporated Santa Monica Mountains land on the south.

Around 850 firms in 5.4 square miles

The City's 2025 audited financial statements state it directly: professional, scientific, technical, finance and insurance form the largest sectors in the City, and the area's industrial base is classified as high tech. Within the city limits are approximately 850 commercial and light industrial business firms. Against a population of 8,378 in 5.4 square miles, that is roughly one firm for every ten residents.

The rest of the profile fills in the picture. A property tax base of $4.5 billion in 2025. Sales tax collections of $5.8 million. An estimated median single-family residential value of $1.5 million. An estimated median household income of $188,681 against $83,411 county-wide, and an August 2025 unemployment rate of 3 percent among residents against 6.3 percent for the Los Angeles County area, per the state Employment Development Department.

The City also names Guitar Center, MannKind and The Hilton Foundation as firms within a radius of Westlake Village. Within a radius, not within the city limits, and that distinction is exactly what the permit rules further down this page turn on. The City's Economic Development Committee advises the Council on business and commerce and acts as liaison to the Greater Conejo Valley Chamber of Commerce, a body that spans Thousand Oaks, Westlake Village and Agoura Hills. Even the chamber of commerce crosses the county line.

The employer list doubles as a brief list

The 2025 Principal Employers schedule is short and specific. Bank of America Mortgage at 1,000 employees. Four Seasons Hotel at 629. Westlake Village Inn at 368. Oaks Christian School at 351. Costco Wholesale at 320. Conversant, a division of Epsilon, at 225. Target at 215. Realtor.com and Move Inc at 150. JD Power at 128. Paysafe Group and iPayment at 112.

A mortgage operation, two hotels, a private school, two big-box retailers, a marketing technology firm, a property portal and a data business. Read as a commissioning list rather than a labour statistic, that explains the local brief mix better than any sector label: compliance and training material for financial services, venue and property films for two hotels that also host events, admissions and fundraising work for a school, and brand content for firms whose own product is data or marketing.

One caution attaches to the same schedule. It records a Total City Labor Force of 3,600, credited to Employment Development Department figures. Labor force counts working residents rather than jobs located inside the city, and those are not the same number.

Marketing managers, event organisers, artists and listing agents all end up in the same queue here, and the fifteen-day clock treats them identically. A concert recap at the Inn, a Saturday listing shoot and a corporate interview day are the same application form with different boxes ticked.

Seven parks, and what they can hold

The City operates seven public parks: Berniece Bennett, Canyon Oaks, Foxfield, Russell Ranch, Three Springs, the Westlake Village Community Park and the Westlake Village Dog Park, with a skate park inside the Community Park.

The Community Park is the largest usable outdoor space in the city at 18 acres, with eight acres of lighted synthetic turf athletic fields, a walking and jogging trail, picnic areas, outdoor sand volleyball and basketball courts, fitness equipment, restroom and concession facilities, two children's play areas and a 60,000 square foot facility for the Yarrow Family YMCA.

Berniece Bennett Park is 4.9 acres in the First Neighborhood, with a lighted basketball court, a picnic pavilion, playground equipment, large grassy areas, restrooms and walking paths. It is the site of the Saturday in the Park concert series and other special events through the year. It is also open 6:00 a.m. to 10:00 p.m. daily and non-reservable on a first come, first served basis, so an event crew there works a public space without exclusive use and plans camera positions accordingly.

The City names the Four Seasons Hotel Westlake Village, the Westlake Village Inn, Oaks Christian School, a Costco store and a Target store among its ten largest private employers, which is the cleanest official confirmation that those venues operate inside city limits. Its 2018 annual report also records a fourth annual Independence Day fireworks show run in partnership with the Westlake Village Inn and Westlake Golf Course, evidence that the Inn and the course are established event venues rather than a description of the current calendar. The City describes its own exteriors as wide, tree-lined boulevards, cohesive neighbourhoods with interconnected greenbelts, lakeside parks and promenades, and office and commercial centres.

Working outward from the office

Studio 47 is based here, which sets the shape of most schedules before anything else does. Agoura Hills is the next city east on US-101 and runs its permits through a contracted office. Calabasas is beyond it, with a second permit from LA County Fire on every job. Malibu is over the Santa Monica Mountains and takes no bookings on a Sunday. Thousand Oaks is adjacent across the county line with a different fee schedule again, and Ventura County holds ten more cities running ten more processes.

Crews call locally and gear loads locally, so the drive is rarely the variable. The variable is the calendar. A fifteen business day permit filed from the same city as the office gets filed early rather than late, and that is the practical value of a home jurisdiction.

For brand and product work, corporate and executive video and property films, the constraint that shapes a Westlake Village day is the seven o'clock residential stop. Everything else is paperwork filed three weeks out.
