Split from Santa Barbara in 1873, 43 miles of coast
Ventura County was created on 22 March 1872 and stood up on 1 January 1873, carved out of Santa Barbara County. The sequence before that runs through the Cabrillo expedition in 1542, Portola's march in 1769 and the founding of Mission San Buenaventura on 31 March 1782, and it is the reason the oldest standing architecture on this side of the line is mission rather than studio. Southern Pacific laid track in 1887 and shortened San Buenaventura to Ventura in the process. Oil exploration started in earnest in 1914. The St. Francis Dam failed on the night of 12 March 1928 and killed around 600 people down the Santa Clara River Valley, which is why so many downtowns here read as post 1930 rather than Victorian.
The county covers 2,208 square miles, 1,843 of it land, with 43 miles of coast and Mount Pinos at 8,835 feet. The Santa Monica Mountains, the Topatopa Mountains, the Santa Ynez range and the Simi Hills all sit inside it, cut by the Santa Clara River, the Ventura River and Sespe, Piru and Calleguas creeks. Anacapa and San Nicolas islands are county ground offshore.
The practical consequence for a shoot is range without distance. Beach, orchard, mission wall, ranch, harbor and mountain sit inside a single county at 43 miles of shoreline, so a two location day rarely needs a company move over an hour. That suits commercial work, real estate films on ranch property and live event coverage, and it is the reason a Ventura County call sheet usually costs less to run than the same brief in Los Angeles.
Ten cities, and what each one puts in frame
The county is small enough to scout in a day and varied enough that most briefs never leave it. Ventura gives mission walls from 1782, a pier, a promenade and a working harbor inside twenty minutes of each other. Oxnard is flat, which means long lens work holds and a drone gets clean horizon in any direction, with Channel Islands Harbor, dune shoreline and farm ground on three sides of the same town.
Inland the look changes completely. Ojai runs east to west under the Topatopa wall at 7,402 feet, so evening light hits rock instead of sliding past it. Santa Paula and Fillmore hold intact early century main streets, one built on citrus and oil, the other on the Southern Pacific line, and both have carried period features for a hundred years. Moorpark gives orchard, mesa and a pepper tree main street. Camarillo puts a towered airport, a 1892 Victorian ranch house and a 1,187 acre Mission Revival campus within one drive.
Simi Valley is the deep bench: Corriganville, Big Sky Ranch, the Santa Susana Pass and a hilltop presidential library with a Boeing 707 inside it. Thousand Oaks is oak savanna and ranch architecture. Port Hueneme is the only working deepwater port between Los Angeles and San Francisco, with a mile of south facing sand beside it.

Roads, parks and the two county airports
County roads need an Encroachment Permit from the Transportation Division, every one of those requires the base camp to sit on private property, and the county asks for seven days. Freeways belong to Caltrans. County parks run a separate Special Use and Commercial Filming Permit on three business days notice.
Camarillo Airport and Oxnard Airport are owned and operated by the County Department of Airports, and no commercial filming or photography happens at either without a permit from the Director of Airports. That sits on top of the matching city permit rather than replacing it. Items are due ten days ahead, the term caps at seven days including setup and strike, and an Airport Operations Officer works the location at your cost unless the site is fully fenced with hired security. Rates run $1,100 per day for 1 to 20 cast and crew, $3,000 at 21 or more, and $800 for commercial photography.
State and federal ground inside the county
California State Parks issues no film permits of its own and sends applicants to the California Film Commission, which matters because San Buenaventura, Emma Wood, McGrath and Mandalay State Beaches and Point Mugu State Park all sit inside or beside city limits. Channel Islands National Park requires a National Park Service commercial filming permit. Los Padres National Forest covers the northern backcountry, where a Forest Service special use permit applies and the EXPLORE Act moved the trigger from commercial intent to group size and resource impact.
Drone work sits on top of all of it: a Part 107 certificate, aircraft registration, and prior air traffic control authorization for controlled airspace, normally through LAANC. Larger productions should price in Program 4.0, which allocates $750 million a year through June 30, 2030 and requires financing for 60 percent of the budget.

Music clients come for the geography, since coastline, harbors, oak savanna, chaparral canyons and farm roads all sit inside an hour of Los Angeles. Event producers work the harbors, the parks and the historic main streets, where load-in and street closure decide the plan. Real estate agents and brokerages hit the jurisdiction question hardest: a listing film is commercial work, and the personal-use exemption that covers a family gathering does not cover a property film made for a brokerage.
Conditions, and the ten cities
The forecast office is NWS Los Angeles/Oxnard, covering four counties and coastal waters out to 60 nautical miles. Marine layer cloud is heaviest in May and June and can hold into August, clearing as temperature rises and humidity falls, though nobody honest promises an hour for it. Santa Ana winds drive the region's Red Flag warnings. The California Film Commission states that it does not administer the studio zone boundary, though its list of recognised locations does include the former Metro-Goldwyn-Mayer Ranch property, now Conejo Recreation and Park District land at Wildwood Park.

Oxnard is the largest by population and the busiest by credit list. Thousand Oaks is the largest by area.
